Cabinet Business - Wednesday 20th May,2026

President Dr Patrick Herminie chaired a scheduled meeting of the Cabinet on Wednesday 20th May, during which a number of legal and policy memoranda were approved.

Cabinet approved the drafting of a Bill to establish the Office of the Former President, aimed at providing a clear legal and administrative framework to support former Heads of State in undertaking national and international responsibilities on behalf of the Republic. The framework will provide for state representation, diplomatic engagement, and the provision of office space and administrative support, with staffing arrangements to be regulated by the Minister for Public Administration. The Office will be funded through the Consolidated Fund.

Cabinet approved the proposed review and standardisation of road names in Greater Victoria, aimed at restoring and aligning names to reflect Seychelles’ cultural heritage, historical significance, and national identity. Cabinet further approved the revocation and amendment of the existing proclamation under the Road Act through the preparation of a new Statutory Instrument.

Cabinet approved the re-structuring of the Seychelles Police Force, aimed at modernising its organisational framework and strengthening its capacity to respond effectively to evolving national security needs. The approved reforms include the establishment of a revised structure comprising three main departments: service delivery; administration and human resources; and specialised services under the leadership of the Commissioner of Police, supported by three Deputy Commissioners. Cabinet further approved the transition towards a regional policing model, whereby fully equipped regional police stations will provide comprehensive services in place of smaller police posts across districts. Cabinet also endorsed measures to improve operational efficiency, resource management, recruitment and training, infrastructure development, and the integration of modern technologies, while emphasising the importance of community policing, accountability, and strategic partnerships.

Cabinet approved the proposed development of a 12 MW solar photovoltaic project on La Digue, incorporating approximately 10 MWh of battery energy storage, as part of Seychelles’ renewable energy transition strategy. The project is expected to significantly increase renewable energy generation, enhance energy security, reduce reliance on imported fossil fuels, and contribute to lower electricity tariffs, while positioning La Digue as a model “green island” within the national energy landscape.

Cabinet approved the establishment of the Workers Wellness and Welfare through War on Waste (WOW) initiative. The initiative includes the creation of a Ministry of Health Staff Welfare Fund (SWF). The Fund will be financed through verified savings generated from reduced wastage across the Ministry of Health.  The initiative aims to support workforce transformation. It also seeks to improve staff welfare and motivation. In addition, it will enhance operational efficiency.

Cabinet approved two important matters pertaining to the Red Cross Society of Seychelles. First, Cabinet approved the designation of the Vice-President’s Office as the parent entity responsible for the Red Cross Society of Seychelles providing overarching institutional oversight and coordination. This decision recognises the cross-sectoral nature of the Society’s humanitarian work and will ensure a whole-of-government approach in supporting its mandate, while fully safeguarding the Society’s independence, neutrality and impartiality in line with international Red Cross and Red Crescent principles.

Secondly, Cabinet approved the modernisation of the Red Cross Society of Seychelles Act (1991), to align the legislation with evolving international humanitarian standards and the Society’s expanded role in disaster preparedness, climate resilience, emergency response, and community support. These measures will strengthen the institutional framework of the Red Cross Society of Seychelles and enhance its capacity to effectively respond to emerging humanitarian challenges while continuing to serve vulnerable communities across the country.

Cabinet approved that the St Anne jetty area shall be designated as a dedicated recreational and socialising space for youth, aimed at providing a safe and engaging environment for leisure and community interaction. The approved initiative will include the development of essential facilities, including public toilets, adequate lighting, and the installation of screens to enhance the space for organised activities and social gatherings. Government will take the necessary steps to implement these improvements in a timely manner.

Cabinet was updated on the evolving situation in the Middle East and its potential impact on global energy markets, supply chains and travel. Cabinet emphasised the need for continued vigilance to safeguard the country’s economic stability and the wellbeing of citizens. Cabinet supported measures advising the public to avoid non-essential travel to affected regions. It also encouraged citizens and residents to support the local economy through domestic tourism and local activities.

Cabinet endorsed strengthened energy conservation efforts across households, businesses and the public sector to help manage national fuel consumption. Following a review of the Energy Conservation Day, Cabinet noted that while energy savings were achieved, there were unintended impacts on productivity. Cabinet therefore approved a revised working arrangement in the public service. Effective 25th May, the public service will revert to a five-day work week with shorter hours ending at 2:30 p.m.
