President Wavel Ramkalawan chaired a scheduled meeting of the Cabinet today, Wednesday 6th October, at which a number of legal and policy memoranda were considered.
Cabinet approved to amend and repeal certain provisions in the Merchant Shipping (Certification of Seafarers of International Ships) Regulation, 2014 through the enactment of the Merchant Shipping (Certification of Seafarers of International Ships) Regulations, 2021. Two new schedules will be added to the regulation pertaining to Maritime Training Institutes and the issuance of Certificates of Competency (COC) for the Global Maritime Distress and Safety System (GMDSS) in Seychelles.
Cabinet approved proposal from the Ministry of Education to develop a cloud based e‑learning solutions for primary and secondary schools.
Cabinet approved the Financial Consumer Protection Law. The aim of such a law is to protect the interests of financial consumers, and to fairly, reasonably, and effectively handle financial consumer disputes, thereby reinforcing the confidence of financial consumers in markets and promoting sound development of financial markets.
Cabinet also approved a new approach to treating investment and business operations in Seychelles in order to foster the entrepreneurial spirit and create wealth and job opportunities for the Seychellois.
Cabinet approved for the review and withdrawal of Seychelles from selected international organisations. This decision has been deemed necessary as part of budget management measures.
Cabinet approved for a Ship Repair Facility for Seychelles to be set up at Perseverance.
Cabinet discussed proposals to develop a marina on Praslin. Further assessments would be done before the location is finalized.
Cabinet was briefed on the UNODC Project for Combating Illegal, Unreported, Unregulated (IUU) Fishing in the Western Indian Ocean Region, Specifically off the Somali Coast and Reducing Spill-over Effects into Seychelles EEZ. UNODC is implementing a regional Fisheries Enforcement project which comprises training Somali fisheries enforcement officers on the Seychelles fisheries enforcement model.
Cabinet was also briefed on the first exchange between the Foreign Affairs Department and the European Union Delegation (EUD) in Mauritius on the Neighbourhood, Development and International Cooperation Instrument (NDICI). The NDICI is an instrument through which countries can access funds to implement a variety of projects such as in fisheries, marine security and climate change.
